Learn ISO 17712:2013 standard for bolt seals, cable seals & RFID seals. Discover test requirements and how to verify genuine ISO 17712 certificates for shipping containers.
Cargo security is one of the biggest concerns for global exporters, importers, freight forwarders and container operators. Every year, countless shipments suffer theft, tampering and unauthorized access during ocean, rail and land transportation. Low-quality container seals often break easily, leaving your high-value goods exposed. That is why ISO 17712 certification has become a mandatory requirement for most international shipping and customs inspections worldwide.
ISO 17712 is the globally recognized international standard for mechanical security seals used in cargo transport. The current widely accepted version is ISO 17712:2013. This standard classifies security seals into three performance grades based on their resistance to physical tampering and force attack: High Security (H), Security (M), and Indicative (L). Among them, the H grade, also known as high security seal, is the most accepted grade by customs authorities across the globe. High security seals will leave clear and permanent evidence once they are tampered with, making it impossible for bad actors to restore the seal after breaking it. For international container shipping, bolt seals and cable seals must pass ISO 17712 H-grade testing to meet customs requirements.
Many buyers confuse an ISO 17712 certificate with a simple factory self-declaration. A genuine ISO 17712 certificate is issued after independent third-party laboratory testing. The lab tests physical performance on seal samples, and only seals that pass all test items can obtain formal certification. It is not enough to just print “ISO17712 H” on the seal surface. Counterfeit certificates and untested low-cost seals are common in the security seal market, and using such fake certified seals can lead to customs detention, cargo inspection delays, insurance claim rejection and huge financial losses for shippers.
What are the core test items for ISO 17712 H-grade high security seals? First, tampering evidence and dimension requirement. For high security seals, the locking component must have a minimum diameter of 18 mm. If attackers want to remove the locking part by cutting or destroying the plastic housing, they have to cut through material thicker than 18 mm. This requirement ensures that any tampering action will leave obvious visible marks, so inspectors can quickly identify compromised seals.
Second, tensile test. In this test, the seal sample is clamped into a universal tensile machine and continuous pulling force is applied. To reach H grade, the seal must withstand a pulling force greater than 10.0 kN. Security grade (M) seals only need to resist force above 2.27 kN. Any seal failing to hit 2.27 kN falls into Indicative (L) grade, which is only suitable for low-risk internal monitoring instead of cross-border container shipment. Our bolt seals and heavy-duty cable seals all pass the 10kN tensile test under ISO 17712 standards.
Third, shear test. The seal is fixed on a universal testing machine. Shear blades apply slow compressive load until the seal is fully cut off. H-grade high security seals must sustain shear force of at least 3.336 kN. M-grade seals require 2.224 kN. Weak plastic seals often fail this shear test; simple bolt cutters can snip them open in seconds.
Fourth, bending test. The locking end of the seal is fixed horizontally on the test machine. Load is applied to the other end to bend the seal up to 90 degrees. High security H grade needs a bending moment of 50 Nm, while M grade requires 22 Nm. L-grade seals break under less than 22 Nm bending force. This test simulates the scenario where criminals try to pry or bend the seal open with hand tools during transit.
Fifth and sixth are impact tests, carried out at room temperature of 18°C and low temperature of -27°C respectively. Impact force strikes the locking mechanism in the reverse direction of seal closure. For H grade seals, impact resistance must reach 40.68 J at both temperature conditions. M-grade seals require 27.12 J. Low temperature testing is critical for shipments to cold regions, as many plastic meter seals and plastic seals turn brittle in freezing weather and crack under light impact.

When sourcing bolt seals, cable seals, meter seals, plastic seals or RFID seals, buyers must know how to verify ISO 17712 certificate authenticity. Many suppliers provide edited, blurred or expired certificates. Here are practical ways to check. First, contact the issuing test laboratory directly through official phone or email to confirm the certificate number, product model and manufacturer name. Second, cross-check whether the product dimensions meet the minimum 18mm locking part requirement for H grade. Third, check the certificate image quality. Fake certificates often look blurry; text and logos become distorted when zoomed in.
